Nepotism, corruption, bribes, murder, pedophilia, torture, and genocide.

Because they’re corrupt and/or cowardly.

When a civilization is terminally ill, rational people tend to stop investing time and effort into an increasingly obviously vain attempt to save it, even as lunatics move in to steal everything they can while there’s still something to steal. That hastens the inevitable end.
