He’s exactly correct in my estimation. The faithful under Francis showed that even if the Pontiff changes doctrine, people will only go along so far depending on the doctrinal change regardless of the fact that he’s supposed to be God’s representative on earth. If Leo makes some sort of sweeping doctrinal change towards something akin to the Episcopal Church in the United States, there would be rioting among the faithful and a giant schism within the church. 1000% the attitudes towards non-heteronormative people has to change before the church can make meaningful changes to it’s doctrine regarding LGBTQIA+ people.
